The Zionist Congress is the supreme institution and legislative authority of the World Zionist Organization. It acts by virtue of the "Status Law" adopted by the Knesset in 1952.
Since the establishment of the State and since the 20th Zionist Congress, an Ordinary Congress convenes once every four years in Jerusalem. The language in which the Congress is conducted is Hebrew (with simultaneous translation into four languages: English; French, Spanish and Russian).
The Congress is empowered to elect the Chairman of the Zionist Executive who also serves as the Chairman of the Jewish Agency for Israel, the members of the Zionist Executive, the members and alternate members of the Zionist General Council, the President of the Zionist Supreme Court, the Attorney of the World Zionist Organization and the Comptroller.
The Congress receives and discusses the reports of the Zionist Executive and the institutions of the World Zionist Organization.
Pursuant to the Constitution of the World Zionist Organization, elections are held to determine the Congress delegates in all the countries, except for Israel, where representation is determined according to a key based on the composition of the Zionist factions in the Knesset last elected before the opening of the Congress.
